Following the decision of the Managing Board of BAL from June 29th, 2010 was sent a letter to Commission for Protection of Consumers with a copy to Bulgarian National Bank regarding implementation of the new Consumer Credit Law (effective as of 12th May 2010) from the leasing companies in Bulgaria.

A meeting of the Managing Board was held, on which was approved Recommended Practices for Implementation of the Consumer Credit Law, effective as of 12 May 2010 based on the discussions held at the meetings of the BAL Legal Committee and the statement and the recommendations of the consultant of the association.

Representatives of BAL took part at the meetings of the Working Groups under Axis 1 and
Axis 3 to the Monitoring Committee under the Rural Development Program. It was discussed
the forthcoming changes in the Ordinances under the certain measures of the Program, in
which is included introducing of lease financing as eligible expenditure under the RDP, in
compliance with the changes of the Program, adopted by the European Commission in July
2009.

A meeting of the Managing Board of BAL was held on which was approved to be established a working group in relation to new Law on Consumer Credit and its first meeting to be held on 23 March 2010. Regarding preparation of guidelines for good practices in implementation of the Law and the Directive 2008/48/EC also to be sought a legal advice from a legal/consultant firm.

Representatives of BAL took part in Round table “Good practices in consumer credits”, dedicated to the international day of consumers. At the round table was presented the experience of banks and non-banking financial institutions in improving of the consumer awareness. The forthcoming changes in Bulgarian legislation were discussed and was noted that the leasing companies will be most affected by the amendments in the Law on Consumer Credit which will become effective in May 2010.

The annual General Assembly of BAL was held. At the meeting was reviewed the financial report of the activity of the association during year 2009 and was approved the Budget for year 2010.

A meeting between representatives of BAL and National Revenue Agency was held and were discussed the problems of the leasing companies concerning the implementation of Art. 177 of VAT Act, in particular the risk tax authorities in practice to refuse refunding of VAT to companies which are reliable taxpayers because of tax violations of their vendors. At the meeting were also discussed the possibilities for future cooperation between BAL and NRA in exchanging data about companies which do not effectively pay the VAT due to the Agency and by that means generate a tax risk for their customers. The annual General Assembly of BAL was held and the presented application for membership in BAL of “Deutsche Leasing Bulgaria” EAD was unanimously concurred. At the meeting was reviewed the detailed financial report of the activity of BAL during year 2008 and was voted the budget for year 2009.

Meeting was held between the Ìanaging board of BAL and visiting representatives of the German holding Deutsche Leasing AG. The topics discussed at the meeting were the main activity of the Association and the development of the leasing market Bulgaria.

Ànnual meeting of the General Assembly of BAL was held. The main discussed and approved topics were the financial reports for the both associations during 2005 before their merger and the budget for 2006 of the united BAL.
The candidates for membership in BAL: “Piraeus Leasing Bulgaria” EAD, “Balkan Star Services” EOOD, “Sogelease Bulgaria” EOOD, “Immorent Bulgaria” EOOD and “Starcom Leasing” AD were unanimously accepted as fully-right members and welcomed in the Association.

finalized merger of the both leasing associations in the united BAL.
The co-chairmen of Bulgarian Association for Leasing (BAL) Mr. Teodor
Marinov and Mr. Stanislav Tanushev presented information regarding the
current activities and future aims of BAL as well as placed information
regarding the development of the leasing market in the country and made
a comparison with the market in some European countries.

The last version of the VAT act draft for 2007 which includes several
propositions of BAL was published on the web-site of the Ministry of
Finance. The draft has been sent for agreement to the ministries. The
English version is expected to be published on the web-site of Ministry
of Finance by the end of the week.

statistical reporting of the leasing companies to the National Bank
and its coverage.

A meeting was held between representatives of BNB and BAL and the discussed
topic was the format for statistical reporting of the leasing companies.
A mutual agreement was reached that the format should be changed, in
order to provide correct and representative information.
28.11.2005 PRESS RELEASE
BNB in cooperation with BAL prepared a format for statistical reporting
of the leasing companies and have sent it to them. The first report
will be received until the 10th of December and is going to include
data as of September 30th, 2005. The reporting is going to be performed
quarterly and is going to include data for both financial and operating
leasing. Summarized information will be published by BNB.

The documents for the merger between Bulgarian Association for Development of the Leasing Business and Bulgarian Association of the Leasing Companies have been submitted to the court. The joint association will be called Bulgarian Association for Leasing (BAL).

A meeting was held between representatives of BADLB and the Statistics
Directorate of BNB. A draft of format for statistical reporting of the
leasing companies to BNB was reviewed and discussed.

A meeting was held between representatives of BADLB and The Ministry
of Finance and there was discussed the VAT Act draft. Both sides expressed
their positive attitude towards future cooperation and the association
made the commitment to search and provide information about similar
acts from other European countries.

in the organization of registering of leasing contracts and the procedures
of the Registry, concerning the leasing companies.

General meeting of Bulgarian Association of the Leasing Companies (BALC)
was held. The members of BALC voted positively on the merger with Bulgarian
Association for Development of the Leasing Business (BADLB). The new
merged association will be called Bulgarian Association for Leasing
(BAL) and is going to have 19 members
20.07.2005 PRESS RELEASE
A meeting between members of BADLB and the directors of Banking and
Banking Supervision departments of BNB was held and the main issues
discussed were:
- Actions are needed to monitor the leasing market in accordance
with the commitments of the Bulgarian Government in the last Memorandum
with IMF
- Reporting on the lease deals with the BNB Credit Registry as well
as Statisticsal reporting of information. These steps would be targeted
towards all leasing companies.
- Changes in the Banking Law have to be voted by the parliament.
The representatives of BADLB expressed their positive position towards
reporting of leasing deals with the BNB credit registry, but only under
the condition that leasing companies will be able to have access to
the register as the commercial banks do. They have expressed their
impressions on the market, its size, growth and the effect of the restrictions
on bank lending on the growth of the leasing market, which at the moment
is not significant. BADLB are ready to help with determining of the
formats for reporting to the Credit Registry and Statisticsal reporting.
